The method comprises the following steps: receiving and decoding Msg3 from a user terminal, wherein the Msg3 carries a non-accessing layer signaling; judging whether the Msg3 is a link establishing or reestablishing request or not; and if a judging result is not, sending the non-accessing layer signaling to a core network. According to the invention, the problem that a terminal in a cluster system can not send the non-accessing layer signaling to the network at a non-connection state is solved, so that the method for sending the non-accessing layer signaling to the network at the non-connection state is provided, and the efficiency of the system is improved.
