The invention provides an anti-icing asphalt concrete layer. The anti-icing asphalt concrete layer comprises an asphalt concrete lower surface layer, an asphalt concrete middle surface layer, a phase-changed element layer, fiber gridding cloth and an asphalt concrete upper surface layer which are successively distributed from bottom to top, wherein the phase-changed element layer consists of phase-changed elements; cubic phase-changed paraffin is arranged in the phase-changed elements; a wrapping layer is arranged on the outside of each phase-changed element; and each wrapping layer is formed by mixing cement, heat-conduction fibers, nano silicon oxide, iron powder and water; and the phase change temperature of the phase-changed paraffin is 0-5 DEG C. Characteristics of a phase-changed material are utilized; by heat released during liquid-solid conversion of the phase-changed paraffin, heating of the asphalt concrete layer is realized, and icing of a road surface is prevented effectively.
