If the direct routing is determined to be allowed, a routing table is configured such that a packet including, as a destination, the address of a second type obtained by the address resolution query is forwarded to the first network. If the direct routing is determined not to be allowed, the routing table is configured such that a packet including the obtained address of the second type as a destination is forwarded to a second network.
