The electronic device includes a short-range communication module for performing communication with one or more external electronic devices, a memory for storing a first attribute of a first cluster including the electronic device, and a processor for acquiring a message associated with a second cluster from a first external electronic device included in the second cluster through the short-range communication module, identifying a second attribute of the second cluster at least based on the acquired message, transmitting information corresponding to the first attribute to the first external electronic device through the short-range communication module when the second attribute satisfies a designated condition, and synchronizing the electronic device with the second cluster when the second attribute does not satisfy the designated condition.
