A surgical instrument comprises a first member that defines a cavity and includes a locking surface disposed with the cavity. The locking surface is engageable with a longitudinal member to fix the longitudinal member with the first member. A second member includes at least one mating element that is engageable with a spinal construct. An actuator is connected with the members that incrementally tensions the longitudinal member.
