The first time-delay circuit is configured to disable the first anti-surge circuit and enable the second anti-surge circuit at an initialization stage, delay a voltage applied to an output end of the first time-delay circuit, and after the end of the initialization stage, enable the first anti-surge circuit and disable the second anti-surge circuit. The first anti-surge circuit is configured to control, after the end of the initialization stage, a voltage applied to the first input end of the OLED display panel. The second anti-surge circuit is configured to control, at the initialization stage, a voltage applied to the first input end of the OLED display panel.
