The invalidity recording means reads from the blacklist, the invalidity count specification value related to the identifier read from the recording medium, and compares the invalidity count specification value with the set value read from the recording medium. The invalidity recording means executes predetermined processing based on the validity information for the recording medium when the set value is equal to the invalidity count specification value.
