The surgical apparatus includes a dissection element that is repositionable between an unexpanded condition, wherein the dissection element defines a first outer transverse cross-sectional dimension, and an expanded condition, wherein the dissection element defines a second, larger outer transverse cross-sectional dimension. The surgical apparatus further includes a restrictor that is in contact with the dissection element in order to restrict expansion of the dissection element in at least one direction.
