In an embodiment the method includes determining an uplink association index k′ according to an uplink reference configuration an uplink grant (UL Grant) in a subframe n−k′, wherein the UL Grant is used to indicate physical uplink shared channel (PUSCH) transmission in a subframe n, n being an integer and k′ being the uplink association index, determining a hybrid automatic repeat request acknowledgment (HARQ-ACK) information according to a downlink reference configuration, wherein the downlink reference configuration is used to determine a downlink association set {k0, k1, . . . kMc−1} and transmitting the HARQ-ACK information by a PUSCH in the subframe n, wherein the terminal device is configured with a TDD uplink-downlink configuration, and wherein the uplink reference configuration is different from the downlink reference configuration.
