A receiver includes a camera which generates a plurality of images each recording an image capturing range including at least a part of an area irradiated with the light from the transmitter, with a predetermined image capturing period, and a processor configured to extract a feature amount representing the characteristic of the light, from each of the plurality of images, and decode the value of the symbol from a time-series change in the feature amount.
