The processor locates a connection base station as a radio base station apparatus that communicates user data with the radio communication terminal, among a plurality of the radio base station apparatuses, and assigns a radio frequency relating to communication of user data between the connection base station and the radio communication terminal, based on information that is the usage history of a radio frequency relating to the communication of the user data with every radio base station apparatus.
