The communication control unit refers to the transfer table based on information on a transmission source and a transmission destination included in the received message packet. When the wireless apparatus of the transfer destination or the transfer priority is not determined, the communication control unit performs a transfer operation using broadcast communication. When the wireless apparatus of the transfer destination and the transfer priority are determined, the communication control unit performs a transfer operation using unicast communication in which the wireless apparatus of the transfer destination is specified.
