The communication provider performs a process based on a procedure of an announcement request, a monitoring request or a match report request for discovering a proximity terminal based on the authentication of a server device operated by the communication provider. The communication provider includes means for requesting that the process based on the procedure of the announcement request, the monitoring request or the match report request is stopped based on the policy of the communication provider.
