Integral with the swell packer portion an electrically isolating centralizer; a cured resin bonded to the wellbore tubular filling all hollow spaces of the centralizer portion integrally forming a high strength bond, while excluding bonding to the first and second end rings, the cured resin configured to cure to a hardness of at least 50 shore A and withstand temperatures and pressures within a wellbore for at least twenty-four hours without melting, while specifically excluding a sand screen.
