In the version, the anchor device generally comprises an attachment rim assembly positionable for supporting the anchor device to the rim of the waste receptacle and a suspension arm operably attached to the attachment rim assembly for suspending the discharge nozzle end of the drainage tube towards the center of the waste receptacle.
