Preferably, the circular loop's circumference can be adjusted. In addition, each ring assembly includes a cover which can be manipulated into a hollow doughnut shape so as to encapsulate a circular loop. Moreover, each ring assembly includes a pair of straps for affixing a ring assembly to a vehicle roof rack cross bar.
