A UE may select, while operating in connected mode with a first radio access technology (RAT), measurement candidates for a potential handover based on one or more criteria, maintain an active list including the selected measurement candidates, perform at least one measurement based, at least in part, on the active list, and take one or more actions based, at least in part, on the at least one measurement.
