When the inner pipe is moved downward in the outer pipe, the two wheels are braked and cannot be moved anymore, and when the inner pipe is moved upward in the outer pipe, the two wheels are unlocked and moved freely. Thus, when the inner pipe is retracted into the outer pipe, the two wheels are braked by the brake member, such that the luggage is locked and cannot be moved when not in use.
