The processor is configured to: in response to receiving a connection request from user equipment, causes a transceiver to transmit a message to a first management apparatus; and in response to receiving a reroute message to indicate a reroute from a first management apparatus to a second management apparatus, causes the transceiver to transmit Non Access Stratum (NAS) information in the reroute message to the second management apparatus. The message includes an identifier of the user equipment assigned by the base station. The base station is configured to perform a connection operation on the user equipment. The identifier of the user equipment assigned by the base station is configured in the reroute message without provision of an identifier of the user equipment assigned by the first management apparatus.
