The reselection request signal requesting a reselection of the target cell. The controller is configured to perform the reselection of the target cell toward a cell in target frequency and activate a predetermined timer, in response to the reception of the reselection request signal. The controller is further configured to use the cell in target frequency as the target cell during an activation of the predetermined timer. The controller is further configured to change an expiration time of the predetermined timer based on a moving speed of the user terminal.
