The method includes: terminal equipment determines a connection establishment request format adopted when a connection establishment request message is sent from multiple connection establishment request formats; and the terminal equipment sends the connection establishment request message to network equipment according to the determined connection establishment request format. In such a manner, rapid connection establishment for different service requirements in multiple environments may be adapted.
