The board base includes a first surface to be on an interior side of a vehicle and a second surface to be on an exterior side of the vehicle when the vehicle interior component is installed in the vehicle. The board base includes a component mounting portion including a through hole extending through the board base and openings in the first surface and the second surface. The skin covers the first surface of the board base and includes flaps and a communication hole. The flaps are folded along an inner peripheral wall of the component mounting portion. The communication hole is defined by creases of the flaps and undersized relative to the mounting hole by a thickness of the skin.
