When the release lever is rotated in a restoring direction thereof by an elastic force of a lever spring, lever flanges make contact with a locking mounting bracket and a restoring rotation of the release lever stops. In addition, an end portion of the lever spring may be held by and fixed to the release lever so as to improve operability of a locking pin.
