The decision is made on the basis of a combination of a plurality of parameters. One parameter is associated with a performance of the cellular network. One parameter is associated with a Quality of Service requirement of the service. One parameter is associated with a state of the mobile terminal and/or a subscriber associated with the mobile terminal. One parameter is associated with a radio link between the mobile terminal and the first base station and/or second base station.
