A movement restricting part that restricts movement of the valve member toward the oil pressure chamber is formed in the partition part. An oil passing groove is formed in at least one of an outer circumferential surface of the valve member and an inner circumferential surface of the internal relief hole, the outer circumferential surface and the inner circumferential surface facing each other.
