The additional operating procedure candidate generator generates standard operating procedures as additional operating procedure candidates, according to the product description specifications, the standard operating procedures, and properties specified from among the non-associated properties, the generated standard operating procedures being capable of updating values of the specified properties. The output device outputs the additional operating procedure candidates.
