The housing is configured to receive a cutting tool, includes a pivoting member and a second retaining member, and has a center-of-mass located between the pivot mount and first retaining member. The pivoting member is engaged with the pivot mount to pivotably mount the housing thereto. The second retaining member is received in the slot to guide a pivot of the housing. The spring is engaged between the base plate and housing, and is exerts a spring force acting against the weight of the housing such that a resultant force is sufficient to enable engagement of the cutting tool with the workpiece.
