The method comprises the steps of: receiving, from a first cell, a list of a frequency and a cell to which a system information request can be transmitted; and determining whether to transmit, to the first cell, the system information request on the basis of the list, wherein the system information request can be transmitted only to a cell included in the list or to a cell using a frequency included in the list.
