The method includes receiving data sent by a user equipment (UE); determining a core network which provides a communication service for the UE; performing data format conversion on the data when the core network is a next generation core (NG-Core) to obtain designated data, where the obtained designated data has a data format is consistent with the data format of the NG-Core, and sending the designated data to the NG-Core; and sending the data to an EPC when the core network is the fourth-generation EPC.
