The method includes: receiving a data transmission request from a mobile communication network device; and when a transmission indicated by the data transmission request is a transmission that needs to be responded to, scheduling time-frequency resources for the mobile communication network device in accordance with a predetermined resource scheduling manner, so as to improve a transmission success rate at a specified resource location in the time-frequency resources. According to the present disclosure, the existing technical problem of lowering the channel access priority of the entire cell due to part of terminals which are affected by significant interference can be solved.
