The method includes obtaining, from running track data of plural positioning terminals, an intersection phase and a set of track sequences that correspond to the intersection phase. A state alternation sequence is obtained from the set of track sequences for the intersection phase. A signal light duration sample value of the intersection phase is obtained from the state alternation sequence, and signal light duration data is generated according to the signal light duration sample value.
