The device includes a manually rotatable wheel disposed inside a holder, the holder having first and second windows for viewing indicia. The rotatable wheel has indicia disposed on an outer ring for display through the first window, and has indicia disposed on an inner ring for display through the second window. The first window is a top window, and indicates status of the bill. The second window provides indicia which is explanatory of the indicia appearing in the first window.
