A core network is disclosed that includes a flow control unit that switches a path of a data flow having a flow identifier and a flow priority from a first base station to a second base station and an end marker generating unit that generates, for each tunnel, an end marker of a data flow transferred from the first base station to the second base station via a tunnel.
