The method comprises: a first apparatus determines a bandwidth and a quantity of subcarriers of a target channel, wherein the bandwidth and the quantity of the subcarriers of the target channel are determined according to a level and/or a type of terminal equipment using the target channel; and the first apparatus transmits, according to the bandwidth and the quantity of the subcarriers of the target channel, via the target channel, and to a second apparatus, a signal, or receives a signal sent from the second device via the target channel, wherein at least one of the first apparatus and the second apparatus is the terminal equipment. The embodiment of the invention can prevent resource wastage.
