The method of making a hair-retaining device is described. The method involves extruding a base material to a predetermined shape, cutting the predetermined shape of the base material to a predetermined thickness, abrading a surface of the base material, applying an epoxy resin to the base material, and applying a compliant exterior layer disposed over the base material and joined to the base material by the epoxy resin.
