The method includes allocating, by the network device, multiple receiving resource pools corresponding to different synchronization references to the terminal device, where the multiple receiving resource pools are used by the terminal device to receive data transmitted by a further terminal device; determining, by the network device, at least one receiving resource pool in the multiple receiving resources; transmitting, by the network device, a system information block (SIB) to the terminal device, where the SIB is used to indicate the at least one receiving resource pool.
