The method includes: a terminal determines at least two resource sets, wherein different resource sets respectively correspond to different configuration information, and the configuration information includes at least one of: a DCI format type, an uplink and downlink resource proportion, and a type of a downlink control channel search space; the terminal determines first configuration information; the terminal determines a first resource set corresponding to the first configuration information from the at least two resource sets; the terminal determines a target resource in the first resource set; and the terminal transmits a signaling or data corresponding to the first configuration information on the target resource.
