The method comprises: a terminal device detecting first downlink control information (DCI) sent by a network device; a terminal device detecting second DCI sent by a network device; the terminal device joining control information of the first DCI and second DCI so as to send or receive target data. In the embodiments of the present invention, the first DCI and second DCI may carry different types of control information; separately transmitting the first DCI and second DCI satisfies the requirements for transmission of different types of control information; insofar as the requirements for transmission of different types of control information are satisfied, different types of control information are transmitted to the terminal device, such that the terminal device can send or receive target data.
