Aspects of the subject disclosure may include, for example, providing radio access information to a first server of an IP multimedia subsystem network to cause the first server to establish an interface between the first server and a second server for providing the radio access information to the second server, where the interface does not utilize an S14 interface, and where the providing of the radio access information to the second server causes the second server to discover access networks in proximity to the communication device and to manage connections to the access networks.
