The method may comprise: a step of entering a first radio resource control (RRC) state; a step of transmitting, to a base station, an RRC state transition request message requesting a state transition of a terminal from the first RRC state to a second RRC state, the RRC state transition request message including a cause value indicating a request for system information; and a step of receiving, in response to the RRC state transition request message, a rejection message including the requested system information from the base station with respect to the first RRC state.
