The transmission parameter configuration method includes: classifying, by a sending end, M transmission parameters to be sent on a physical layer into K transmission parameter sets, and notifying a receiving end of classification indication information of the M transmission parameters, where M and K are integers greater than 1; determining, by the sending end, a number of values of the transmission parameters in the K transmission parameter sets, and notifying the receiving end of value indication information of at least one transmission parameter in at least one transmission parameter set; and sending, by the sending end, a value of the transmission parameter in the at least one transmission parameter set via downlink control information (DCI).
