The method includes: obtaining anchor transmission bandwidth information configured by a network device for a terminal, where a transmission bandwidth corresponding to the anchor transmission bandwidth information is at least one of transmission bandwidths supported by the terminal; and transmitting information via transmission resources corresponding to the anchor transmission bandwidth information.
