The secure packaging system including a front panel and a back panel sealed via a non-rewettable polymer to the front panel at a non-rewettable sealing section, the sealing section arranged continuously around at least a periphery of the stored value card, wherein the sealing section cannot be reactivated or unsealed with heat to access the contents therein.
