The packet processing device 100 determines a processing method for the packets received from the terminal 10-1 based on the packets received from the terminal 10-2, creates a processing method determination table, and creates a processing method list. The terminal information packet processing unit 124 processes the packets received from the terminal 10-1 per packet unit based on the processing method list.
