In a case where the terminal management apparatus receives an instruction to a primary communication target apparatus, which enables to communicate with the terminal management apparatus, from an external apparatus, the terminal management apparatus determines whether the received instruction is a determination target instruction, transfers the received instruction to the primary communication target apparatus in a case where it is determined that the received instruction is the determination target instruction, and transfers the received instruction to the relay apparatus in a case where it is determined that the received instruction is not the determination target instruction.
