The method includes: receiving, by a terminal, a downlink reference signal sent by a network device in a first cell, and determining a downlink path loss estimate between the terminal and the first cell based on the downlink reference signal; and sending, by the terminal, an uplink signal in a second cell, where uplink transmit power used by the terminal to send the uplink signal is determined based on the downlink path loss estimate.
