A pepper spray unit is positioned in the backpack and the pepper spray unit is in communication with the riot shield. The pepper spray unit sprays a pepper spray outwardly from the riot shield to deter rioters. A fire retardant unit is positioned in the backpack and the fire retardant unit is in communication with the riot shield. The fire retardant unit sprays a fire retardant outwardly from the riot shield to extinguish a fire.
