The connection between the first terminal and the second terminal includes connection for QoS flow, and the connection operation includes at least one of the following: establishing a connection between the first terminal and the second terminal, modifying the connection between the first terminal and the second terminal, or releasing the connection between the first terminal and the second terminal.
