The method comprises: a network device sending measurement configuration information to a terminal device, the measurement configuration information comprising configuration information concerning a plurality of sending opportunities for a first reference signal on an unlicensed frequency band; the network device sending, on the plurality of sending opportunities, the first reference signal to the terminal device. According to the measuring method provided in the embodiments of the present invention, the network device configures the terminal device with the measurement configuration information, such that a 5G terminal device on an unlicensed frequency band can measure a received reference signal.
