One example information sending method includes receiving, by a terminal device, a first transport block size (TBS) value from a network device, where the first TBS value is included in a second TBS set, the second TBS set includes N TBSs values, and N is a positive integer greater than 1, determining, by the terminal device, a third TBS set based on the first TBS value, where a largest TBS value in the third TBS set is less than or equal to the first TBS value, selecting, by the terminal device, a TBS value from the third TBS set, and sending uplink information based on the selected TBS value.
